IBM is currently under contract with the U.S. Postal Service (USPS) to conduct independent studies using participant panels, to measure how the USPS performs from the customer's point of view. The USPS seeks to provide their customers with the best possible service. The information our volunteers collect as part of our studies is used to help USPS measure its success and to continually strive for better performance.
The USPS is a vital part of the overall national fabric and our national economy. IBM provides the USPS with daily and weekly updates on the performance of the mail we track. You can find news releases about the studies' results by visiting www.usps.com and entering the search term, "EXFC".
IBM has a team of Reporters across the United States and its Territories made up of volunteers who dedicate a few minutes each day to help the USPS improve their service to all Americans.
IBM operates the Transit-Time Measurement System (TTMS) on behalf of the USPS. The purpose of TTMS is to measure the total time, from the date of mailing to the date of delivery, for many different types of mail. Currently, IBM has two reporter panels to support the TTMS program. One panel, called the External First-Class (EXFC) Panel, has been in existence since 1990 and focuses on First-Class Mail®. The second panel, the Scanner Panel, began in 2008 to expand measurement to many other types of mail. Being a reporter on either of these panels entails checking your mail every day and notifying us, or "reporting", when certain pieces of mail are delivered to you. Being a reporter generally takes fewer than 5 minutes per day and is easy and fun! You'll also be volunteering your time towards a cause you can be proud of.
Confidentiality is critical to the success of our studies. We ask you not to inform your postal carrier or any other USPS employee of your participation in any of our studies. In order for the data we provide to the USPS to remain free from any bias, we must ensure that your mail is treated in the same manner as all other USPS customers. Our reporters are absolutely vital to the success of these studies. If you, a family member, or friend would like to be an important part of the USPS success please consider joining one of our panels, which are described in more detail, below.
External First-Class Mail Panel
If you qualify to participate in the External First-Class Mail Panel, you will be reporting "test mail" you receive from us. Test mail is mail that IBM specifically creates and sends to you for the purpose of testing how quickly and accurately these mailpieces arrive at their destination. Test mail will blend in with the rest of your mail, so USPS employees should not recognize it as test mail, and should not treat it differently than any other piece of mail. You will be able to identify test mail from other mail after opening it upon which you will find a test mail insert inside, with directions on how to report your test mailpiece to us. To report for the External First-Class Mail Panel, you can report your test mail either over the phone or over the internet. As a token of our appreciation for the time you spend reporting your mail to us, we will send you gifts of stamps.
If you qualify to participate in the Scanner Panel, all of your reporting will be done over the internet. You will be sent a handheld scanner that plugs directly into your personal computer. You will use this scanner to scan certain barcodes on the mail which you want to report onto our website. There will be two types of mail we will ask you to report to us when you receive them: 1) test mail, 2) your personal mail with an Intelligent Mail® barcode on it.
Test mail is described in more detail above in the section: External First-Class Mail Panel. The second kind of mail you will report is any piece of personal mail with an Intelligent Mail® barcode on it. An Intelligent Mail® barcode is a barcode that some businesses place on their mail in order to track where it is in the mail stream and when the piece of mail arrives at its destination. Because participants in the Scanner Panel must report every day, as a token appreciation for the time you spend reporting, you will accrue points each month which can be redeemed at retailers across the nation via the Corporate Rewards Program.
